Our LIBIK fabrics and high heat gloves have passed the FAA 12-second vertical flame test at an FAA approved testing lab. Our lining materials have also passed FAA 60-second vertical flame tests, and a cargo liner oil burner test, which exceeds these standards.
As stated in the FAA Notice N 8900.430 on 12/5/17, FAA certified containment products simply do not exist. So any containment product that claims to be FAA certified or approved is not being truthful. There is no mechanism for testing, certification or approval by the FAA. The only documentation the FAA has issued to operators on the subject has only ever been guidance, such as the March 26, 2018 SAFO 18003 which alerts operators of the dangers of smoke and toxic odors and advises procedures and equipment to quickly mitigate the source and the smoke.
The bottom line is that approvals of safety protocols only happen at the local level when operators provide the FAA with their procedures and equipment they chose to combat lithium-ion fires. When incorporated into these safety procedures for review, products and equipment can then be accepted by the FAA as part of an airline’s Safety Management System (SMS).

The LIBIK should be inspected and re-certified, but this process may be performed by the end user:
- Examine the PED-Pad pillows for signs of wear to the fabric or for leaks of the loose-fill material.
Replacement of the fire suppression pillows is recommended if any leaks or wear is detected. Contact your distributor or CellBlock FCS for replacement PED-Pads at minimal cost. - Check for signs of weakness or damage to the exterior.
- Check that all contents are present and are in good working order.
- OPTIONAL: Re-install a tamper evident security seal upon completion of inspection and replacement of
equipment in the bag. Extra security seals are included with your welcome kit or may be purchased at a minimal cost. - LIBIK-X ONLY: Replace the filter every 2 years.
The inspection interval should be carefully considered based on use and exposure to wear and tear. For normal use on a commercial airline for example, it is recommended that a thorough visual inspection be performed 5 years* from date of manufacture, and
annual inspections be performed thereafter.
*Kits equipped with the optional LIBIK-X filter upgrade will need to be maintained every 2 years to ensure filter integrity.
CellBlock FCS guarantees LIBIK products to be free from defects in workmanship and materials, under normal inflight use and conditions. CellBlock FCS further warranties that the goods provided under these conditions, will perform in accordance with its recommended procedures for intent and use.
CellBlock FCS offers a conditional lifetime free replacement program for the aviation industry. You may qualify for a complete unit replacement of any LIBIK that has been exposed to an inflight thermal runaway. A verified incident report and documentation of disposal are required. Currently we are only able to offer the lifetime replacement program to the aviation industry. Other industries frequently experience a higher degree of exposure to battery risk. Therefore a business model of non discriminatory free replacement is not sustainable.
